Like most West Texas towns, Abilene deals with drought on a regular basis. Its residents know through experience that all you can do with most water droughts is to wait them out. Not so with other kinds of droughts, however. When the city of Abilene learned of a potential technology drought, it needed to move rapidly to address the challenge.
